How to apply the China Business visa (with PU invitation letter) during the period of "Temporarily Ban Policy"?

Since the Chinese government announced the "Temporarily Ban Policy" on 28th March 2020, if foreigner wants to come to China now, you need to apply a new visa in the Chinese Consulate/Embassy, only you have a new visa issued after 28th March, you can enter China. Following is the original news from the Ministry of China foreign affairs:

In view of the rapid spread of COVID-19 across the world, China has decided to temporarily suspend the entry into China by foreign nationals holding visas or residence permits still valid to the time of this announcement, effective from 0 a.m., 28 march 2020. Entry by foreign nationals with APEC Business Travel Cards will be suspended as well. Policies including port visas, 24/72/144-hour visa-free transit policy, Hainan 30-day visa-free policy, 15-day visa-free policy specified for foreign cruise-group-tour through Shanghai Port, Guangdong 144-hour visa-free policy specified for foreign tour groups from Hong Kong or Macao SAR, and Guangxi 15-day visa-free policy specified for foreign tour groups of ASEAN countries will also be temporarily suspended. Entry with diplomatic, service, courtesy or C visas will not be affected. Foreign nationals coming to China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or consulates. Entry by foreign nationals with visas issued after this announcement will not be affected.

VisaInChina recently got a lot of inquiry about how to apply the business visa to enter China for a very important economic or trade purpose under this "Temporarily Ban Policy"?
Answer: Following are the introduction, we take shanghai as example (the other province, please check with the ministry of foreign affairs of your local province)

  1. Please make sure that the Chinese Consulate/Embassy in your country is still open (obviously this is very important, as far as I know the Chinese Consulate was closed in a lot of countries. But hopefully, it will re-open smoothly in the future)
  2. It must be really HUGE and NECESSARY economic/trade activities (The shanghai government will judge if it's really HUGE and NECESSARY. Please understand, if you stand at city and country level, maybe your activities is NOT that HUGE and NECESSARY, we are sure the judgment will be very strict)
  3. Your business schedule in China must be fixed and you cannot change it (After you get the business visa and arrive Shanghai, you still need to do a virus test at the airport and take a 14 days quarantine. If everything is fine, then you can start your business trip afterwards. And you have to strictly follow your business schedule and leave China on time)

Procedures in detail:

  1. Please ask your shanghai company contact the shanghai ministry of foreign affairs (Tel: 021-22161565), and ask about the <PU invitation letter>, they will give you the contact information of who are taking charge of this things in your company district.
  2. Contact the district foreign affairs officer, submit the application what they ask for and wait for approval.
  3. After the <PU invitation letter> issued, send it to foreign applicant
  4. Foreigner take it to the Chinese Consulate/Embassy to apply the M type business visa.

Because different company has different issues, about the paperwork in detail, please ask directly with the foreign affairs officer in your district, we don't list it here.
