24th July 2021 - If I leave China, can I come back with my valid residence permit directly without applying a new visa outside?

Recently, we got several similar inquiries from our customs, they have an emergency and need to leave China and come back. All of them have a valid residence permit Residence Permit (Work/Personal matters/Family re-union), already inoculated with Chinese vaccine, they would like to know if they can come back with their valid residence permit directly (without applying a new visa outside) or not?

If you followed our wechat for a while, you might know that from Nov 2020, following 13 countries’ (Canada, UK, Belgium, Italy, France, Russia, Ukraine, India, Philippine, Bangladesh, Nigeria, Ethiopia, South Africa) Chinese Embassy/Consulate published news on their website mentioned if you enter those 13 countries, the residence permit will be temporary invalid, you need to apply a brand new visa again if you want to go to China.

But later, in 16th March 2021, most of the Chinese Consulate all over the world announce a <Notice on Providing Facilitation for Visa Applicants Inoculated with COVID-19 Vaccines Produced in China>

So the question becomes following:

If I have already inoculated with Chinese vaccine, I leave China to above 13 countries, can I come back with my valid Residence Permit (Work/Personal matters/Family re-union) directly without applying a new visa?

With this concerning, VisaInChina contacted the Chinese Consulate in above 13 countries plus USA, and we got the feedback as below:

Sample case1: I am from UK, already Inoculated with Chinese vaccine, I have a valid family reunion residence permit, I need to go back to UK and come back, Is that ok?
A: Yes, you can go to UK and come back with the same valid family reunion residence permit.

Sample case 2: I am Italian Inoculated with Chinese vaccine already, I have a valid work residence permit, I need to go back to Italy and come back, Is that ok?
A: Yes, you can go to Italy and come back with the same work residence permit.

Sample case 3: I am from Canada, I have a valid work residence permit, I need to go to Russia and come back, Is that ok?
A: Not suggest, if you go to Russia, your residence permit will be invalid, you have to contact with the Chinese Consulate in Russia. You might not be able to return back to China in a short period.

Sample case 4: I am from USA, I have a valid work residence permit, I need to go back to USA and come back, Is that ok?
A: If you go back to USA, your residence permit is still valid, you don't need to apply a new visa. But you do need to contact the Chinese Consulate in USA to get approval first before you buying the flight ticket to China.

VisaInChina strongly suggest you avoid any unnecessary travel, because the pandemic is still serious outside, no one can guarantee the policy tomorrow will be the same as today. But if you do need to travel, inoculated with Chinese vaccine before you leaving is a better choice.

On top of the visa, something you better know:

• Policy changes quickly. Please double confirm with the Chinese Consulate and the China visa center as always.
• Please avoid any unnecessary travel because the pandemic is still there.
• International flight cancel happens frequently
• You need to have negative PCR nucleic acid test and IgM anti-body test results with 48 hours before your boarding.
• You need to get a green QR code marked with "HDC" online (Chinese Consulate have the right to give or not gIve)
• You need to have 14+7 days quarantine after you arrive Shanghai.
