A4 - Innovative and Entrepreneurial Talent
- Shareholder of the company, personal shares over 30%, personal investment over 500,000 USD$, company running stably and over 3 years continuously, has personal technical invention or patents.
- Legal Representative, GM, Chairman of the Board or CTO who has personal technical invention or patents in the company, and the company annual sales over 10 million RMB or annual taxation over 1 million RMB for 3 years continuously.
- Personnel with senior management or technical positions employed by companies listed in the list of innovative enterprises or the list of scientific and technological innovation occupations formulated by provincial relevant departments.
A5 - Super-highly educated youth talent
- Young talent under the age of 40 who are engaged in post-doctoral research in domestic or foreign colleges and universities, scientific research institutes, enterprises, or medical and health institutions.
- Doctors in science, technology, engineering and mathematics (STEM) under the age of 40 who graduated from the world’s top 200 universities (Please check here for the 200 ranking) in the recent 5 years.
- Excellent fresh graduates with a BA or higher degree from the world’s top 10 universities.

A7 - Talent recommended by relevant departments
If foreign talent serves the implementation of national key strategies, the development of key fields and the construction of major projects, tackles difficulties in key and core technologies, meets the needs of local industrial and socioeconomic development, and has obtained the recommendation letters for grant of work permit for foreign high-end talent (Class A) from the municipal competent departments of work permit for foreigners shall approve and confirm their status as “talent recommended by relevant department”, tag them as such in the “Service System for Foreigners Working in China” in real time, and report the list of such talent and any change thereof to the Ministry of Science and Technology and Ministry of Human Resources and Social Security every 6 months.
